To ensure the continuity of day-to-day functioning while maintaining social distancing during the lockdown, the Commissioner and Registrar of Co-operative Societies has issued an order to conduct meetings and other day-to-day activities through digital mediums.

While issuing the order, Anil Kawade, commissioner, Maharashtra cooperation and registrar of co-operative societies, said, “An order has been issued to all deputy registrars of co-operative societies to conduct general body meetings through video conferencing, emails; and all the decisions taken on digital mediums will be considered valid.”

It is noted that co-operative societies in Maharashtra play a major role in the field of rural credit supply, mainly in the agro-industrial sector. The state’s co-operative societies include rural finance and primary agricultural societies, district central cooperative banks, industrial societies, and housing societies.

“The state is fighting against the outbreak of coronavirus and all the precautionary measures are being taken. The complete lockdown is one of the measures to deal with the situation,” says the order, adding, “With the announcement of lockdown, all the transport facilities and movements have been restricted. This has created huge inconvenience while for day-to-day functions of cooperative societies. The monthly meetings had to be cancelled as members, who are stuck in many places, could not attend. As per the by-law, attendance at these monthly meets is mandatory.”

The order further said that conducting board meetings is mandatory and the agenda has to be shared with each member through email, Whatsapp prior to the meeting.

“In order to deal with this situation, the managing committee members may take to the digital medium. Before conducting a meeting, the agenda needs to be sent to each party through email, WhatsApp or any other online media,” said Kawade.

“The entire responsibility will be on the chairman and secretary of the society to conduct such meetings without fail, he added.

All the deputy registrars of cooperative housing societies have been instructed to circulate the order without delay, the order said.
